Error writing the values new contents when editing LUA setting

1. Create a new user account in windows and assign to administrator account.
2. Log into the administrator account and then change the LUA setting.
3. Restarted the terminal to log into the user account the site uses.
4. Verify that the LUA setting is still at 0.
