Setup the discount the following way:
Name - Enter discount name
Type - Minimum Amount
Amount - $X.XX (enter discount amount)
Access Level - Cashier or whatever level you choose
Category - Discount
Minimum Check Amount for Discount - Set to $XX.XX (enter minimum check/purchase amount)
